The New York State Do Not Call Law became effective in 2001, allowing consumers to place their home landline and personal mobile telephone numbers on one central national Registry to reduce the number of unsolicited telemarketing calls they receive. The New York State Department of State's Division of Consumer Protection is the enforcement agency for the New York State Do Not Call Law. In 2003, the Federal Trade Commission (FTC) and the Federal Communications Commission (FCC) collaborated to create the National Do Not Call program and Registry.

"Robo" Calls Regulated in New York State
New York's Do Not Call Law has been amended. The amendments to the law:
- Expand New York's "Do Not Call" Law protections to "robo-calls" including those that only leave a telemarketing message;
- Restrict unsolicited telemarketing calls to the hours of 8 a.m. to 9 p.m.;
- Require telemarketers to disclose at the outset of the call the nature of the goods or service they are selling; and,
- Grant the Division subpoena power to better investigate complaints.
