The New York State Department of State Division of Consumer Protection submits formal filings and our experts testify on behalf of consumers before the New York State Public Service Commission (PSC) in proceedings involving proposed electricity delivery rate increases by major utilities.
The Division also advocates on behalf of New Yorkers regarding the cost of electricity supply. The Division serves as the Statewide Consumer Advocate at New York Independent System Operator (NYISO) to ensure that it operates competitively and that consumer interests are protected.
As a result of our efforts, ratepayers saved hundreds of millions of dollars on their electric bills.
The Division's objectives regarding electric service include:
- Challenging utility requests for delivery rate increases to ensure that electricity prices are just and reasonable;
- Designing cost-effective electricity efficiency programs for utilities to implement;
- Ensuring that utilities provide reliable, safe and high quality service;
- Mitigating NYISO policies that unnecessarily inflate the commodity price of electricity; and,
- Promoting the use of renewable energy and responsible alternatives to fossil fuels.
