New goods and services have increased retail options for consumers and, at the same time, increased the complexity of the marketplace. To help consumers as they navigate the marketplace, the New York State Department of State Division of Consumer Protection has opened a “Consumer School” for New Yorkers. Each series seeks to build a consumer’s understanding of transactions in the marketplace.

Consumer 101: Shopping

The Division advises consumers to exercise caution as they look for bargains in stores and online. Further, the Division provides important information for consumers to be aware of before returning and exchanging unwanted merchandise, when redeeming gift cards and upon entering into rent-to-own contracts.
