The New York State Department of State Division of Consumer Protection is a strong advocate for consumers on energy and telecommunications issues.
The Division is the statutory representative of consumers before the New York State Public Service Commission (PSC) and the Federal Energy Regulatory Commission, and helps ensure that consumer concerns are heard in rate cases and policy and service reliability matters.

On behalf of consumers, the Division actively participates in proceedings concerning the availability, pricing and quality of electricity and natural gas service in the State. The Division submits formal filings commenting on proposals by utilities or regulators. Further, Division experts testify before the PSC in natural gas and electricity delivery rate proceedings involving major utilities. The Division's efforts and activities have helped save consumers hundreds of millions of dollars on their gas and electric bills in recent years.
